Duties and Responsibilities:Duties and Responsibilities:

Collaborates with CNM's component leadership and administration to establish overall project goals, objectives, and priorities, to ensure that both individual component and overall institutional needs are met within capital projects.

Provides direction, coordination, and leadership to multiple employees in all facets of the design, implementation, and administration of individual project plans. Which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

Directs the activities of the department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.

Directs all aspects of capital outlay, including major and minor construction projects; oversees control and accountability of budgets, project accounting and review and analysis of bid specifications and change orders; and resolves compliance and/or noncompliance issues between contractors and consultants.

Directs the activities of professional design consultants in producing workable plans, bidding projects and successful execution of capital outlay projects.

Prepares documentation for project approval through NM Higher Education Department, Executive Oversite Committee, and assist with the CNM Masterplan process and summer hearings.

Participates in and provides professional input into the establishment and administration of the college's master facilities development plan for all campus sites and real properties.

Oversees the application of design standards for all campus remodel and construction projects, including mechanical/electrical/plumbing standards, as well as, infrastructure and architectural standards

Participates in the development of concept studies and plans for the physical development of the university's various campuses and properties of CNM's affiliation or interest.

Administers Facilities Audit Program; monitors and evaluates physical condition, functional performance and maintenance deficiencies; prepares recommendations for corrective action and associated cost estimates; and recommends alternate building usage, as appropriate.

Analyzes studies, reports, plans and contracts for facility matters.

Participates in CNM's Physical Plants business management as needed and as directed.

Performs other related duties of a similar nature and level as assigned.
Minimum Requirements:Minimum Requirements:
  • Bachelor's degree or higher in Architectural, Engineering, Business Management or a related field
  • Seven (7) years' directly related experience
  • Ability to provide direction, coordination, and leadership to multiple employees in all facets of the design, implementation, and administration of individual project plans.
  • Knowledge of building construction and design principles; construction methods, materials and safety practices; contract and project management techniques
  • Ability to oversee multiple construction and/or renovation projects; work with contractors and design professionals to develop solutions while balancing objectives such as performance, quality and safety; ensure construction and remodel projects are completed and executed in compliance with established guidelines
  • Ability to develop building estimates and feasibility studies
  • Knowledge of Federal, State, and local building codes, ordinances, and regulations
  • Read and interpret construction drawings
  • Ability to effectively manage scope, schedule and budget
  • Able to communicate effectively verbally and in writing with a diverse audience to include Academia, CNM Leadership, Design Professionals and Contractors
  • High level of proficiency with software to include AutoCAD, MS Office suite including Word and Excel
  • Ability to work under pressure and meet deadlines
  • Must have a valid driver's license

  • Ability to perform site inspections and/or approve installations
  • Ability to select, evaluate, coordinate, and quality-control the activities of professional consultants
  • Knowledge and understanding of contract documents and specifications, to include ability to review SD, DD, and CD documents
  • Familiarity with various software, such as Word, Excel, AutoCAD, Microsoft Project, and Revit.
  • Knowledge of budgeting, cost estimating, and fiscal management principles related to complex, integrated facilities construction projects
  • Ability to provide technical leadership to project development teams that include consultants, independent building contractors and CNM internal groups (ITS, Safety, Security and M&O)
  • Working knowledge of the NM State Procurement Code and GSA contracts
  • Work Schedule:Typically Monday-Friday 8:00-5:00
